Legislative Updates

The 2026 Minnesota legislative session convened in February under challenging circumstances that made the passage of significant legislation difficult from the outset. Lawmakers returned to the Capitol for the first time since the tragic assassination of House Speaker Emerita Melissa Hortman and her husband, Mark, in June 2025. They also began the session amid heightened tensions following Operation Metro Surge and increased immigration enforcement activity by U.S. Immigration and Customs Enforcement (ICE).

Political divisions were evident from day one and persisted throughout the session. Legislators frequently exchanged sharp criticism and assigned blame for the increasingly contentious political climate in St. Paul and around the state. Committee hearings frequently became highly confrontational, with debates escalating into shouting matches and proceedings ending abruptly.

The political makeup of the Legislature further complicated efforts to advance major policy initiatives. The Minnesota House of Representatives remained evenly divided between Republicans and Democrats, 67-67, while the Senate was controlled by a narrow 34-33 DFL majority. Adding to the challenge, 2026 is an election year, with all 201 legislative seats on the ballot in November, leaving little appetite for working with the other side of the aisle. Consequently, the session produced few major policy changes and instead focused largely on budget adjustments, technical corrections, and a limited number of broadly supported initiatives.

The session highlighted the importance of industry engagement in the legislative process. Throughout the year, Minnesota Grocers Association members met with legislators, hosted store tours, testified before committees, and shared real-world perspectives on how proposed policies would affect retailers, employees, and consumers. These relationships continue to play a vital role in helping lawmakers understand the challenges and opportunities facing Minnesota's food industry.

Attention now turns to the critical 2026 election cycle. The Minnesota Grocers Association will continue advocating for balanced government and bipartisan policymaking. Regardless of the election results, MGA will remain actively engaged at the Capitol, promoting policies that support a strong food industry, create opportunities for employees, serve consumers, and strengthen communities across Minnesota.
